Texas requires statesmen: citizens who step up for a short time to work and serve their neighbors, and should shortly return home when their task is done. Career politicians are in opposition to this ideal. A reasonably low limit (2-3) of consecutive terms should apply to every elected office. Citizens should be able to run for the office again after at least a one-term break.
